Yes, it's as crazy as it seems.
In the early days of the parcel post you just had to attach stamps to your children's clothes and send them, as any other "normal" letter or parcel (no kidding, just like that!*). They "rode trains to their destinations, accompanied by letter carriers. One newspaper reported it cost 53 cents for parents to mail their daughter to her grandpar
