There are two vowel sounds that we normally don’t see on the IPA chart. They are /i/ as in ‘carry’ /ˈkæri/ and /u/ as in ‘actual’ /ˈæktʃuəl/. These vowel sounds are called “Weak Vowels”.
1. Weak Vowel Sound /i/ The sounds represented by /ɪ/ and /i:/ must always be made different as in ‘sit’ /sɪt/ compared with ‘seat’ /si:t/. But the symbol /i/ represents a weak vowel sound that can compromise between the short vowel sound /ɪ/ and the long vowel sound /i:/. For example, the ending sound /i/ in the word ‘city’ /ˈsɪti/ is is longer than /ɪ/ but shorter than /i:/ in length.
2. Weak Vowel Sound /u/ Like in the above case, the vowel sounds /ʊ/ and /u:/ must always be made different as in ‘full’ /fʊl/ compared with ‘fool’ /fu:l/. But the weak vowel sound /u/ is longer than /ʊ/ but shorter than /u:/. For example, in the word 'usual' /ˈju:ʒuəl/ the /u/ is shorter than the /u:/ (but longer than /ʊ/).
