I was curious about this thingy and asked the Thai lady what it was. Apparently it was a traditional ice cream maker. She put some sweet sugary water in the cube and put some stick. Underneath all those cubes were some ice blocks. She then shakes the apparatus and the end result was an ice cream stick.

Exactly similar Kulfi-maker is used in my country by street venders.
