Actually it was from CNN too. :) But different reporter.

I guess, there's still hope for me yet, to understand about 'lay and lie'.
I think CNN realised the mistake and had edited the news or maybe it was written by different reporters for the same news :-

Apparently FoxCT have better proofreaders than CNN.
Btw, this is not an issue of British versus American English. In this context "lay" is wrong in BrE and AmE.
