It should help you to note that the word "It" starts with a capital letter. After a full stop, the next sentence starts with a capital letter. So you have TWO clues to help you notice :)

Yes, it should be "operates". Or at least "manages" and "operate" should be singular OR plural, not both. In AmE, a company (Eurotunnel) is usually regarded as singular. In BrE, a company can be singular or plural (but not both). In this particular case, the correct words would be: "A spokesman for Eurotunnel - which manages and operates Channel Tunnel services - said..."

But at least in British English "services" can also mean "an area with parking beside a major road supplying petrol, refreshments, and other amenities to motorists" - and while it's not exactly the same the Channel Tunnel falls roughly in this category (cars and trucks drive on to the trains). In this sense, services are operated.
I guess like Inna's comment, it should be 'operates', because it should reflect the singular subject - Eurotunnel, thus the verb should be 'manages and operates'. :)
