I think such sky is created when the sky at horizon where sun set's is clear so that the setting sun illuminates the clouds from under. Also the level of humidity and something is probably important for color of light.
Maybe it's not so unusual sky after all. It might be just that I happened to look out from window at right time. Usually people don't see it. They either don't have time, or they forgot to look at sky. Same for me too. :(
In winter the sunset last longer too, so there's more chance to notice it.
I think, that on earth poles, sunset last longer than at equator also.. My country is pretty much at north, so there should be more sunsets and rises counted in minutes per a year, than people at near to equator could have. :P
I suppose that somewhere other side(inside) of polar circle, there might the sky stay like this for the whole day.

I think it does exist. It should mean "sunset like" by my understanding. But I also haven't heard this word in use. ^_^
