  yes. you can speak fluently only if you are so devoted to the task. Hear more English. You can speak English only if you speak English, even if it is incorrect. that will shed your fears away while speaking and read 2 pages at least of English News Paper or English Novels. That will increase your vocabulary. Try to speak English with your family members and friends face to face; whether they understand or not doesnot matter. That will not cost any money.
