Tran, since you are busy from 7:am untill 9:30 Monday to Friday, you are very quickly running out ot time. It appears that time is your biggest problem?
I agree that regular practice is necessary for you to improve your speaking but what time frames do you have that are available for you to do this?
Tell me Tran, under the best of circumstances, how much time could you devote to English speaking practice Monday-Friday?

According to my search of the EC membership for Vietnam I found: 723 members from Vietnam with 114 members from Ha Noi of which 59 are females. Assuming that a small percentage of these members are also looking for partners it seems to me that you should have no problem finding someone to twin with.

What have you tried so far to contact and find a partner?
Tran, with 114 EC members living in Ha Noi why don't you create your own EC group for Ha Noi members. The goal of your group could be to bring together Ha Noi residents that need practice partners.
You could call it: "Ha Noi English Practice Partners"
Once you identify members who want to participate, I can show you all how to use the VOIP Conference Virtual Classroom to practice your English. What do you think?
Also with so many members living in Ha Noi you might consider using the telephone to practice or meet up at a restaurant?
