You are correct in saying that these are synonyms, but we do use them in difference ways.

A target specifies who or what receives the effort you exert. Or it specifically narrows down what you want to achieve.

So in the sentence, “If one wants to achieve his target, one should work hard”, I would use “If one wants to achieve his goal, one should work hard”,
