i study English in my faculty and English courses. i think that the most best way to learn English is in the english courses because you have to pay to take it so your motivate will be very high to study
I think the best way of learning English is to live in English speaking country for a time to speak it ,to listen to it and to use it.And another way is to see English film and TV series.
From my point of view .. There are some ways to development our language . One of them , enter some sites which contain on lessons and learn us skills others . And some ways also is make chat like in EC .
