As to listening. I think the best way to improve your listening skills is to listen to the podcasts and fictions which come together with the scripts. The technique should be the following:
1. First, listen to it as many times as you need to understand what it is about.
2. Read the script and translate all new words (it is better to write them out together with the translations and transcriptions; it this case you will remember them better)
3. Listen again paying special attention to the new words.
4. Do it until you hear each word clearly.
As to speaking. Of course, to improve this skill you should have as much spoken practice as you can. But you should speak to those who can correct you. Best of all is to do it with native speakers or those who speak fluent English. When I teach my students I use the following steps:
1. They answer my questions.
2. They read English texts and retell them
3. They learn the vocabulary for some special topic and then we try to speak about that.
4. They read English fictions and retell them (first, adapted and then original ones)
5. They write compositions.
6. I ask them to do oral two-way translation.
7. I propose them any free topic I choose and they have to express their minds in that connection.
8. They translate different articles from newspapers and magazines in a written form.
Of course, whatever my students do, I check it out and correct them. And at the same time they study grammar.
As a result, most of my students can speak fluent English in a year if they were even beginners. The only one requirement is for them not to be lazy and to do everything I say.
I am not sure I have answered to your question. If I haven't, just ask me more, OK?
