This rule is right and Ricardo is also right. There's no rigid rule. Very often (but not always) adjectives are put in this order like in the video. But it can be changed depending on the situation. You can check it in "English Grammar In Use" by Raymond Murphy for intermediate students or in EnglishClub.com ;)
