Is it possible to say so in English

I live in Uzbekistan and don't trust local education system :) And in the "tests for those who are going to enter the University" I've found a sentence:

"...and she developed bad impression on them..." is it possible in English to say so?

Why are arable numerals called so though arable doesn't refers to Arab

Please correct me if I am wrong but.. I've found in Lingvo Universal dictionary that "arable" means:

arable adj.
