The most important thing you can do to speak fluently is to find a native English speaker to help you. You cannot learn English in a fluent manner unless you have this kind of help. Another way is to live in an English-speaking environment for a while, but you still need a special friend or tutor to help you. I know this is not the answer you want but I answer you truthfully.
