   Good morning Hardi! I understood  the garment of your thoughts. This photo was taken in Estonia, in the capital of Tallin. I was there with the excursion, where the tourists were there.Our guide directed this bench only as the remarkable subject in the park.

   Unfortunately i amn't able to respond for actions of another people.

    If you were shocked, i could only regret, it was  the shot of tourist.
