If we will follow the religious teachings, we have to welcome people whom we don't know, (I meant the strangers). Some people do this having in mind that they could be welcoming real angels. (from the book of the Hebrews)
In my opinion, that should really be done in good faith. But, for people who are exposed to a lot of uncertainty in this world we're living in, we cannot blame them if they just ignore. In my case, I think first before I greet strangers. I don't ignore completely. Also sometimes, our happy and positive mood would make us do it... one time, I even greeted a person who wasn't greeting me because of her anger to my friend. Then, she greeted me back too, so it just doubled my happiness on that day. (This is a little miracle for me already.)

No body is stranger If u hardly say to hello. He/She reply politely for 1st time. If He/She is angry with me our question or Hello etc. then U never say anything otherwise he / she is dangerous us. Other I think that in whole world nothing one person who bad behave for first time. I say 100% because Any people he two desires that is good or bad. First is Good then is bad. Person to any wrong work, wrong speak then he/she think something. By regards

well its hard to say hello to strangers, may be possible and good one when we live in a very small village but not good in a city life. When we say hello to other it mean we want to communicate him or want to create relation of simple understanding...say hello is like a knock at the door....would you imagine you knock at the door of a house, with out any reason or knowledge of any thing about the said house...may be very dangerous...we must avoid to say hello to the strangers.
Well, now ... I think it depends a lot what we understand by "street" in this context!
If I understand by street a big boulevard from a huge city I think it would be almost dangerous if not at least awkward to greet everybody. In fact, I believe that this is valid for all cities and towns.
When we speak about a village that is something very important and it has to be done. At least, this is how I was raised to do and I respect that ever since ... even if it's not the village where my grandparents live. You gain a lot of respect and consideration especially from the old ones.
So, yes, whenever I go in any village from the countryside I say hello to everybody I meet on the street.
