The other answer is 3 that you said. If you see the question again, I've just written "7=?" infact I should write "?=7=?"
As you said the first "?" is equal to 3 and the second one is equal to 8 according to the numbers of their letters!
One=Two=Six (All of them have 3 letters)
Four=Five=Nine (All of them have 4 letters)
Three=Seven=Eight (All of them have 5 letters)
Now, I think that you are able well to solve the SHAPE's puzzle too!!
