    This is as proverb..Ok..It means that great people always talk about ideas (invent and do new things and better things)..Ordinary people during their life talk about all the things as( life-money-health-job.....) ...While small people (not children but the people who have small minds) just talk about other and enveying them by saying (oh ,they did that or they didn't do that) Ok..so small people are just talking about sillt things...
