Why a comma isn’t used in the second sentence?
Both are from a dictionary sentence examples.
When the family came here from Russia, they were penniless.
When he was in the air force he flew Tornado jets.

I wrote in my post. the sentence comes from Dictionary sentence example. then you decide if it can be a typo!. A typo? in a Dictionary? [ Fat chance ].
Anyway, How would you substantiate your answer grammatically?
I mean the sentences are correct, but sometimes regardless the punctuation. :)

Yes, that's why I asked if there any another sentence like that in the dictionary. I found mistakes and lacks in dictionaries, on example sentences. If we want to learn about writing, we'll better refer to grammar book instead of dictionary.
As I learnt from book....
When you attach a subordinate clause in front of the main clause, use a comma.

"He flew Tornado jets" is the main sentence. So, it should be...
When he was in the air force, he flew Tornado jets.
or He flew Tornado jets when he was in the air force.
