I want ask about the difference between usage the
prepositions ( to & into ) to express the result of an action when can i use each one to express that?
for ex:
She tore the letter to pieces
She tore the letter into pieces
which correct and why?

Destination-I am going to London.
From monday to Friday;five minutes to ten.
Compared with-They prefer tea to coffee.
With indirect object-Please give it to me.
As part to infinitive;I like to ski;he wants to help.

INTO is used-
Inside of-We stepped into the room.
Change of condition:The boy changed into a man.

but as i read in Oxford dictionary There is a joint use between them
as preposition (into) use to expressing the result of an action and I read the same thing about preposition ( to) but i didn't understand the
difference between two uses

"She tore the letter into pieces." is the preferable one. We use "into" in this sentence to indicate the result of dividing!
In formal English, we use preposition "to" to indicate the direction or position whereas we say "into" to indicate movement, change or result! Just remember that we say "into" to emphasize the action!
