What is the best way to speak English fluently?

i am very weak at speaking and want to improve this skill.

Essential element in the speaking English is spend time in chat room as u know ..or speak with other person to EN ..just this

U can make it through the chat room of here, but this is palpable it cannot be as effective as voice chat.

If u want an effective way, I just can suggest u to have voice chat alot.
Speaking demands listening skill so u just can hit 2 birds by one stone.
