I create this discussion in order to share tips as well as hold some meetings via Skype. Certainly, I am of the opinion that practice makes perfect.

Personally I believe that in the learning stage, learners should adpot shadowing techniques (you can do some research on GG) in order to improve pronounciation.
I would like to share few tips to improve English Speaking abilities:
If you are at learning stage, you should try to speak English at slow speed. This will give you more time to think on correct words to use with sentence. You should also try to learn complete sentence instead of just a word.
Learn to listen others. Yes try to listen to those who are good with their English language, note how effectively they are using their words and construct a meaningful sentence.
You can also improve your English but practicing daily. If you want to talk with anyone, try to speak in English.
