How can we -ESL teachers-help the students to overcome the difficulties of speaking English in the class? They like reading texts, but they hesitate and confuse when I ask them to speak and share ideas.

I think you should make a comfortable environment for your students to speak their words without being worry that their friends will laugh at them. So encourage them to speak and use the language they are learning everyday even outside the classroom, appreciate them after they finish speaking in the class, and tell them no need to worry in making an error. To make an error is normal and it is not a sin.
I think students should be ready to speak. In lower level, it's difficult to speak since they can't still think in English and are not familiar how they convey themselves. I think teachers should ask students to summarize simple short stories. This is fun and less scary.
