It is extremely difficult to get the picture of what is happening around the world. The onlooker just see the superficial hustles and bustles occur around and start talking, or put the blame of the happening on certain section of the society instead of thinking about the circumstances which cause the occurring. It may be possible that the incident in itself has something up its sleeve. There may be some ulterior motives. May the motive is not the incident but the intended reaction.

The on looker (onlookers) just see the superficial hustles (hustle and bustle) occurs (occur) around and start talk (to talk or talking), or put the blame of the happening on certain section of the society that they are as whole (as a whole) responsible for the incident instead of thinking about the circumstances which cause the occurring. I (It) may be possible that the incident in itself has something up its sleeve. There may be some ulterior motives.
This sentence 'May the motive is not incident but to make the intended reaction.' doesn't make much sense to me. Could you rephrase it?
