Yes, all of the readers are 100% legal. I wrote them myself (with the exception of Fire on the Mountain) and the authors of the original works have been dead for more than 70 years.

Yes they are legal to use and free. That is wonderful and should be a big help. I will bookmark this site you found to show students who want extra reading.
